Felecia Bean-Garrett, known to some as “Fish Bean” and to others as “Lib” was born November 25, 1964, in Memphis, TN. Felecia was born to the blessed union of Franklin Sr. and Mary Bean. She departed this earthly life on December 3, 2021 in Jacksonville, Florida.

Felecia, at an early age, accepted Jesus Christ as her personal Savior while attending Prosperity Baptist Church. She later joined Watkins Chapel CME Church where she remained a faithful and devoted member until her relocation to Richmond, VA.
Felecia was a graduate of the Kingsbury High School Class of 1983. After graduation, she began her professional career with The Internal Revenue Service in Memphis, TN and later transferred to the IRS in Richmond, VA. After years of hard work and dedication, in 2020, she retired from the IRS in Jacksonville, FL.

Felecia had an awesome and adoring personality, brilliant mind, and a beautiful bold spirit. She was an outgoing and adventurous individual. She absolutely loved to travel and never met a stranger. She was admired by many and loved by all; no matter where she was, no matter where she worked and no matter where she traveled; she left a footprint of her love and affection. She would light up a room with her beautiful smile and her phenomenal persona.

She was a loving mother, grandmother, daughter, sister, aunt and friend. There was nothing more important to her, than those she loved. Being a mother and grandmother brought her so much joy. Regardless of where she physically resided, she made sure those she cherished knew the special place she had in her heart for them.

On November 20, 2007, Felecia married the love of her life, Carlos Garrett, who preceded her in death.

Felecia leaves to cherish her memories, two sons ~ Marreco Walton of Texarkana, TX and Robert Johnson III of Memphis, TN; her loving mother ~ Mary Bean of Memphis, TN; two sisters ~ Barbara Yates (Ervin) and Pamela Clemmons, both of Memphis, TN; six brothers ~ Willie Payne (Brenda), Mose Paylor, Reginald Bean (Odessa), Rodney Bean, all of Memphis, TN, Kenneth Bean Sr. (Hattie) of Jackson, TN, and Franklin Bean Jr. of Lee County, FL; two granddaughters ~ Summer of Memphis, TN and Shamia of Richmond, VA; long-time best friends ~ Helen Odom and Jarvetta Patrick, both of Memphis, TN, Deloris Porter of Jacksonville, FL; and a host of nieces, nephews, great-nieces, great-nephews, family and friends.
